First and foremost, keep this in mind:
Race > Rank > Level
This means that if you are on the same level, then your rank determines who is stronger. If that cannot determine it, then it goes to race. If you two are of the same race, then you both have equal chances at victory. In layman terms, that means that it comes down to skill.

To obtain a higher level, you must purchase them with your points you've built. You will be given a mission by either the Race Leader or Admin (depending on conditions and your position). If you pass the mission you may move up in level. If you fail then you stay where you are and wait 24 hours before applying again.
